No New Seats Created in SBCA, Existing Posts Reorganized Under Town-Based System: DG

DG SBCA Muzammil Hussain Halepoto clarifies that no new seats have been created in SBCA and existing posts have been reorganized under Karachi’s town-based system.

The Sindh Building Control Authority has clarified that recent media reports regarding the creation of new posts in SBCA do not reflect the correct position, stating that no new seats or posts have been created through the latest notification.

According to the Authority, the posts mentioned in the notification are already existing and functional within the current administrative structure of SBCA.

Director General Sindh Building Control Authority, Muzammil Hussain Halepoto, said the notification was issued only to adopt and streamline the previous town-based working system in Karachi Region, replacing the district-based arrangement for more effective supervision, monitoring and public service delivery.

He said SBCA was previously functioning under a town-based system in Karachi. Later, after the introduction of the district-based administrative arrangement in the city, SBCA also adopted the district-based system accordingly.

However, following the restoration of the town-based system in Karachi, SBCA has now re-adopted the same framework to ensure better administrative coordination, closer field monitoring, improved public facilitation and more effective action against illegal constructions.

DG SBCA said Karachi is a large metropolitan city with extensive construction activity, and effective building control requires a stronger field presence at the town level.

He said the town-based system will help SBCA improve scrutiny and approval of building plans, monitoring of ongoing constructions, inspection of approved and under-construction buildings, action against illegal and unauthorized constructions, sealing and demolition operations where required, and timely disposal of public complaints.

The DG further clarified that the notification should not be interpreted as the creation of fresh posts or an additional burden on the government.

He said the mentioned posts are already available and working within SBCA, while the purpose of the notification is to properly place them under the town-based mechanism for improved administrative efficiency and accountability.

DG SBCA added that under the town-based system, officers and technical staff will be able to respond more quickly to complaints related to illegal construction, building plan violations, unauthorized floors, dangerous structures and other violations of building regulations.

He said the new administrative arrangement will also make field officers more responsible for their respective town jurisdictions.

DG SBCA Muzammil Hussain Halepoto said: “The notification is an administrative reform for better performance of SBCA. No new seats have been created; rather, existing working posts are being aligned with the town-based system to make the Authority more effective, responsive and accountable.”
